What is your hip measurement?
If you’re curvier with a big difference between your waist and hip I would still recommend the adult (The adult small would fit your waist measurement and the hip for a small is 38″). If you’ve got a straighter figure with the hip measurement hitting with the youth pattern (34″ would go with the 28″ waist on a size 14) I would say go for youth 🙂
